The Curaçao gaming licence after the LOK: what changed and when

What a Curaçao gaming licence is today

Put plainly: it is a permission granted by the Curaçao Gaming Authority, under the National Ordinance on Games of Chance, to a specific named company to operate or supply games of chance online. The authority can attach conditions to it, amend it, suspend it and revoke it. The company is identifiable on the regulator’s side, the websites covered are tied to the licence, and a digital seal on those websites leads back to the regulator’s own record.

Every clause in that paragraph would have been false, or at least unverifiable, for a typical Curaçao-licensed casino in 2022. That is the size of the change.

How the old system worked

From the 1990s, online gambling in Curaçao ran under the National Ordinance on Offshore Games of Hazard, dating from 1993. The government granted a small number of master licences to private companies. Those master licence holders, rather than the state, then issued sub-licences to operators, set their own admission standards and handled most of the day-to-day relationship.

The model was fast and inexpensive, which is exactly why it spread. It also had an obvious weakness: the public could rarely see who held a sub-licence, the regulator was one step removed from the operators actually taking bets, and a casino’s badge often pointed to a page kept by its licensor. Payment providers, banks and foreign regulators treated the licence cautiously as a result, and that reputation cost the island. Reform was discussed for years before it happened.

The transition, step by step

2023: direct licensing starts under the old law

The Gaming Control Board, as the regulator was then called, opened an online application process in September 2023, with account registration from 1 November 2023. Crucially, it began granting licences directly to operators even though the new law had not yet passed. The idea was to build the new model first and give it a legal basis afterwards.

Early 2024: sub-licensees told to register

Operators holding sub-licences were told to register themselves and their domains on the regulator’s portal by 31 March 2024. The regulator’s managing director explained the stakes in public: once a master licence expired, a sub-licensee who hadn’t registered would have no legal cover at all.

2024 to early 2025: the master licences run out

The four master licences expired on fixed dates between 18 August 2024 and 31 January 2025. The regulator had decided they would not be renewed or extended. Operators with a complete application still under review could display an orange seal in the meantime.

September 2024: the digital seal

On 23 September 2024 the regulator published its digital seal policy. Green seals went to licensed operators and orange seals, as a temporary measure, to operators whose application was pending. December 2024: the LOK

Parliament approved the National Ordinance on Games of Chance on 17 December 2024, by 13 votes to 6, and it came into force on 24 December 2024. By the time of the vote, trade press reported that around 220 licences had already been granted under the interim process.

What the LOK actually changed

• An independent regulator. The Curaçao Gaming Authority replaces the Gaming Control Board as the body that licenses and supervises.
• Direct licences only. The master and sub-licence structure is gone. Licence holders cannot issue licences to others.
• Separate categories. The law provides application types for business-to-consumer operators, business-to-business suppliers and combined models, so the studios and platforms behind a casino can be licensed in their own right.
• A defined transition. Existing licence holders were given up to six months to adapt, with a possible six-month extension.
• Local substance. Licensees are expected to employ key staff on the island: at least one within four years and three within five.
• Heavier compliance. Stricter anti-money-laundering procedures and responsible gambling obligations, backed by a regulator able to suspend or revoke.

What it means for players

Three concrete things. You can find out who you are dealing with, because the licence names a company and the seal names the site. You have a status you can check today rather than a claim frozen in a footer. What it means for operators and suppliers

For a business, the licence stopped being a quick product bought from an intermediary and became a direct regulatory relationship: documents, fit-and-proper checks on the people behind the company, policies for anti-money laundering and player protection, and a record held by the state. Three myths that outlived the old system

“A Curaçao licence is basically no licence.”

That line was always too sweeping, and after the LOK it is plainly out of date. There is now an independent regulator, direct licensing, a public record and a complaints procedure. You can argue about enforcement strength; you can’t reasonably call it nothing.

“My casino has a sub-licence, so it’s covered.”

Sub-licences belong to the old model. What matters now is whether the operator is recognised by the regulator today, which the seal and register answer.

“Licensed in Curaçao means legal everywhere.”

No licence anywhere works like that. It authorises an operator under one country’s law. Every other country decides for itself.

What we could not verify

We want to be exact about the limits of this page. We couldn’t load the regulator’s website or its licence portal from our own machine on 24 September 2026: one showed a bot-check screen, the other didn’t answer. The dates above therefore come from law firms, compliance advisers and trade press who quote the regulator, listed at the bottom of the page. We have not reproduced fee figures because they have been revised more than once and a stale fee is worse than none. And we can’t tell you how many licences are active today; the only reliable number is the one on the register when you look.
